Health Care LA, IPA is the largest nonprofit Independent Physicians Association in Los Angeles County, comprising a network of 33 nonprofit Federally Qualified Health Centers (FQHCs) and Community Health Centers (CHCs). HCLA's mission is to equip community-based providers in Los Angeles County with a managed, integrated healthcare delivery system to serve their communities in an organized, efficient, compassionate, and financially responsible manner.

HCLA's Governing Board is comprised of 15 C-suite leaders from the organization's 33 member clinics, of which the largest nine organizations are always represented, and the remaining six seats rotate among the other member clinics.
