Who We Are
Health Care LA, IPA (HCLA IPA) is a not-for-profit network of Federally Qualified Health Centers (FQHCs) and Community Health Centers (CHCs) serving Los Angeles County. Together, our network represents a significant segment of the community's healthcare delivery safety net.
Founded in 1991, HCLA IPA remains a trusted resource providing quality care, illness prevention, and health promotion services to those most in need.

To provide community-based providers in Los Angeles County with a managed, integrated healthcare delivery system to serve their communities in an organized, efficient, compassionate and financially responsible manner.
Our Vision
To make HCLA the recognized system of care for providing high-quality health services through our health center network while remaining true to our collaborative/inclusive organizational structure and philosophy.
Our Community Impact
HCLA IPA guides and supports our network of health centers to deliver quality, accessible health care by coordinating care and enabling access to specialized resources that improve health and well-being. We encourage improved health status in the communities we serve and are dedicated to expanding care for our most vulnerable populations.
HCLA IPA serves more Medi-Cal recipients than any other IPA in the entire state while also providing care under Medicare, Covered California, and commercial health plans.
Our focus helps reduce health disparities for the high-risk, special needs community, which is traditionally underserved.
Led by Health Centers
Health Care LA, IPA is a health-center-controlled Independent Physician Association (IPA) whose governing board is comprised of 15 c-suite leaders from our Federally Qualified Health Centers. This ensures that our leadership represents the varied and wonderful diversity of the communities we serve and promotes greater equity in quality care access. This structure also informs a culture of inclusivity that encourages and strengthens cooperation within our provider network.
Board members are included in determining the composition of our network.
Our health centers share best practices and use data-driven quality improvement methods.
We align with quality healthcare facilities that align with our dedication to providing better care and outcomes.
